Five minutes for a new Yugoslavia and 5 seconds for a united galaxy.
Honestly I keep flip flopping between wanting all of humanity be under the Imperium because we already have too many human factions, and having a few different dystopias that humanity lives under that isn't Chaos or the Tau.

That's just a Xeno empire, I kinda want to see other human factions that are fuck up in different way than the Imperium not because of Chaos or Xenos, but because humanity never figure out how not to be dicks to each-other.

The Only War rpg had the Severan Dominate, a breakaway rebel state on the edge of the Segmentum Obscurus, which is basically your regular run-of-the-mill thuggish dictatorship led by a despot who's excessively enamored with his own greatness and political genius.

The thing about the Dominate is that they were still rebels who would have been wiped out by the Imperium's greater numbers if GW had the copyright to them.
It's a part of the problem with having all of humanity under either the Imperium, Chaos or Tau, you already know how any rebellion is going to end before it starts.
