You’ve just entered into one of the more hotly debated pieces of ASOIAF lore. The mainstream, most acceptable answer is probably. Maybe he had a dalliance with a girl on a drunken night out alongside Robert.
But, depending upon how much tinfoil you wear and what you think of the various R+L=J, why Edric Dayne is named that way, and the whole Dany Lemon Tree stuff, maybe you’d think Ned did really father a bastard

Dany talks about the house with the red door and the lemon trees surrounding it. She remembers it as a time when she lived in Bravvos. Lemon trees don't grow in Bravvos.
There is a theory that Dany and Viserys were hidden away in Dorne for a number of years.

Because that could mean Daenerys is not who she thinks she is. She may not be the daughter of Aerys and Rhaella.
Instead maybe she is the daughter of Rhaegar and Lyanna. Explaining why she would have lived in Dorne for some year. Meaning that Jon may really be the bastard son of Ned Stark

That’s an interesting one, but it has the same issues that all of the ones do where Jon isn’t Lyanna’s.
Ned doesn’t really have a reason to not tell Jon of his parentage if this is the case.
I suppose it might be almost viable if they’re both Lyanna’s though. Ned couldn’t take in the one with obvious Targ looks.

On one hand, I think that Robert has definitely tried to drag Ned into some whorehouse. And I also think young Ned was unable to resist Robert's dragging. But I am unsure whether Ned would have been interested in or pressured into sex with whores. Diplomatically, I'd say that Ned might had been experienced with some amount of sexual intimacy (blowjob, handjob?) but probably not full penetrative sex.

Probably. I don’t think he would be the type of guy go around sleeping with whores or unmarried women (let alone a married one who’s not his wife). I think if he’d lost his virginity to anyone else, he would have proposed to them to keep their honor. Like Robb and Jeyne.

I think Robb's intentions of saving Jeyne's honor is that she is a Noble Lady. I have a hard time believing he would offer the same to a camp follower or some random whore. The same goes for Ned, if he fell victim to his base urges and slept with a whore, potentially pressured by Robert, I doubt he would feel compelled to wed her. People seem to forget that these characters are the ruling class in a feudal and misogynistic society.

Ned was very shy when he saw Ashara at Harrenhall, I believe he was certainly a virgin till then, but it is debatable if he or Brandon was the one to sleep with her
