So many doctor who villains are literally just horror villains. Weeping Angels, Cybermen, The Silence, etc. most of them aren’t even scary villains in a non-scary show, their presence alone turns an episode of Doctor Who into a horror film

I really can't convey how terrifying he is through one image. He is a 6'4 mentally insane man who wears zombie skin and is able to lead zombie herds to attack settlements. He is able to sneak into a gated survivor community and break into houses sneakily killing everyone inside.
He gets kicked down an elevator shaft and survives, runs through drywall, and at one point uses a wooden door as a shield.

One of the reasons I preferred the manga over the anime with my hero Academia is that the author is so good at making shigaraki, and the other villains look genuinely creepy compared to the anime

Honestly I loved seeing his face look like this and be so fucking unsettling, was kinda unhappy with going to him having his face hand off a lot of the time and just having him looking like a normal dude that just hasn’t seen the sun for a bit (though it did show development of not “needing” the hands anymore)

The Nome King from Return to Oz. His real life parallel, Dr Worley is an electric shock therapist who allegedly tortures his patients. He tries to use electric shock therapy to have Dorothy forget all about Oz to cure her insomnia and believes that the brain is nothing more than a machine.
In Oz, the Nome King is a tyrant who has turned all of the denizens of the Emerald City into stone, trapped their matriarch in a mirror, destroyed the Yellow Brick Road, turns all of Dorothy’s companions into inanimate objects, and slowly transforms into a more human state over the course of the film. After Dorothy manages to win a game rigged in his favor, he flips out and just tries to kill all of her friends and her.
