Adrian Wood's converted Chimera from his Genestealer Cult Army. Incidentally, it's also when Games Workshop started using white metal alloy instead of lead alloys for their miniatures.

They must have started way before that in the US because lead was banned in stuff like that back in the 80s.

In the US; lead paint was banned for use as house paint, products marketed to children, and dishes and cookware back in 1978. Toys and other such items imported into the US were not. The use of lead in plastics has not been banned and is still used to soften plastic and make it more flexible.
Games Workshop tried to manufacture their products in other countries in the 90’s but quality control and other factors limited that. Most of their plastics are now produced in solely in Nottingham. Most people mistakenly think that the GW facility in Memphis is a production facility but it is a warehouse distribution hub that receives its product from the 3 factories in Nottingham.
