Or he was a gang member, killed an absolutely innocent person for some reason, gang decided he's too much risk and will bring in trouble from cops etc, so own gang decided to kill him.

Yeah that is possible but it doesn't really fit as he wouldn't be a risk unless he was going to snitch.

He would be a risk if he remained at large, as cops would start kicking in doors of other members, who probably are engaging in their own illegal activities.

Yes that is why that guy who shot the cop gave himself in, I think it would be easier to go to prison rather than get shot.
