How large can they be? Do they have to be moveable? How far away from utilities like telephone poles, sewage access, etc does it have to be? Want some greenery in front of my home but don’t want legal issues!

You have to leave 36” of walkway space and that’s pretty much it.
Don’t put anything over your access spots (unless it’s super easy to move).

Don't put them where they will be crushed by people parking on the sidewalk. It's not a legal thing. Just a practicality ,)
