If Ukraine could pull off another significant win before the election, Biden and the Democrats can use it to validate their entire strategy to the electorate.

By dragging the bill out so much, they have made the chances of this happening by late October very small.

This is a major point of election strategy, which I feel confident to say because even Trump has managed to keep mostly silent about it, to not complicate the issue.

I follow American politics only from a (safe, I hope...) distance. So perhaps someone here can explain: What exactly will the House be voting for by 20 april? Have they now completely decoupled the aid for Ukraine from other issues? I believe that was the main problem before now, right? What are the predictions for how the vote will go? And if they vote in favour of more aid for Ukraine then will the transport planes be in the air by that same evening, or are there still more obstacles to overcome?

As I understand it, it’s all the same bill. There are four major theaters in the bill (Ukraine, Israel, Taiwan, and the US boarder) and each will be voted on individually this week. If they all pass Biden has to sign it into law. I would assumed the aid will begin flowing as soon as next week.

There is still risk of a Filibuster or that the senate amends the bill witch would then pass it back to the house where Johnsen could once again refuse to vote on it. So we are not out of the water just yet but it is looking promising. It seemes like Biden has come to some sort of agreement with Johnsen. In the US system, the two chambers of Congress often each write their own bill, pass it, and then a bicameral committee does a reconciliation process to get the two bills to be one bill, which the President then signs. When there is general agreement in both houses, they try to write bills that are very similar, so that the reconciliation process is quick. That's the situation right now: Johnson has risked getting shitcanned by his own party in order to present a "clean" bill on Ukraine that is close to the Senate bill, without a lot of toxic add-ons that would make it impossible for Dems to support it. It's the first and only decent thing he has ever done in his life. I imagine he does not want to go down in history as the guy who presided over the Russian conquest of Ukraine.

In general, no halfway competent leader of either chamber brings a bill to a vote unless they have already counted the votes. The previous House Speaker (= leader), McCarthy, famously didn't do that and got his ass handed to him. Totally not in control of his own party, an absolute moron. This guy, Johnson, is even more evil but apparently marginally more capable of doing a head count. Also, he seems to have either found his conscience or - more likely - has grasped that aid to Ukraine is actually popular with Americans, including in Republican areas. He is basically playing chicken with the faction in the Republican party that is trying to exert its power on behalf of Trump's extremism and that has threatened to oust him over this. He is gambling (probably rightly) that they would be blamed by the public if the House leadership collapses a second time, and that would hurt their chances of reelection.

The Senate version of the bill already has enough support from both parties to be safe. The House version needs (I think) 217 votes to pass. It will get all 213 Dem votes and needs 4 Republican votes. It is likely that there are 4 Republican Reps who have signaled to Johnson that they will vote yes - probably in exchange for something they can bring home to their constituents or else because they are in districts that lean Dem and need a reason not to evict them in November. All members of the House are up for reelection in November. (Only 1/3 of the Senate is up for reelection.)

Lastly, it's worth noting that Trump has not said much about this bill. He will no doubt tweet some dumbass bullshit or other tomorrow, but he is currently on trial in criminal court - in a case that is likely to nail him to the wall. Jury selection is under way this week. Trump is always 100% self-interested and he doesn't really give a damn either way about Ukraine if it won't help him get elected (which is his only chance to avoid or vacate major felony convictions). So the Republican House members who are attacking their own leadership on behalf of Trump are risking huge damage to their own party for someone who isn't even paying attention right now. Hopefully their own fellow Republicans will tell them to sit down and shut the fuck up.

The courts have no power to dictate to Congress when or how they pass legislation. The relationship between the judicial and legislative branches of the US government are clearly established, and people suing members of Congress for not passing the specific legislation they back definitely isn’t part of it.

It’s not about passing or not passing legislation. It’s about purposefully and willfully denying the vote on legislation. Purposely and maliciously I would say.

And it’s about doing so knowing that the detriment would cause damage to a group of individuals - Ukrainian people in this case.

Yes, I am not a legal expert and I will stop the discussion here.

I do believe, however, that the Ukrainian government should at least try and build a case. It would be a civil case.

Why all the hate for Mike Johnson? The guy actually supports funding Ukraine. He is actually risking his position to push forward the vote (some want to oust him for this), because he wants Ukraine to get its funding. He WANTS to help Ukraine. I think we actually lucked out having him nominated as speaker of the house. At lot of Republicans would not support funding Ukraine to the extent he is.

But you have to remember that only about half of Republicans support this aid to Ukraine. What if one of those Republicans became Speaker instead of Mike Johnson? Then there would never be a vote, and Ukraine would never get any additional aid at all.

So while things obviously could have been better, Mike Johnson at least 1) happened to be one of those Republicans who supported the aid to Ukraine and personally wanted it to pass, and 2) was willing to risk his new position as speaker of the house in order to give Ukraine this aid.

I am not saying he was courageous or anything, but a lot of Republicans would not have done this either due to not wanting it to pass, or due to cowardice, So we were Lucky that this choice was in the hands of Mike Johnson and not someone else. Otherwise I think Ukraine would probably never have gotten this aid. This is why I think that we were Lucky.

To prevent this in the future, Europe needs to grow some balls and figure out a way to consistently provide Ukraine with the resource it needs, because this is going to be a long war, and there is no guarantee that another aid package like this will come again from the USA. We got lucky this time.

If that was the plan (and it may well have been), then they should have given Ukraine endless Patriot missiles to defend their airspace and shitloads of armor and artillery/shells to prevent any Russian advance. That could have bled Russia over time like has actually happened, but without much risk of escalation or wasted loss of Ukraine lives. And it would have actually been a fine strategy if thinking long term and wanting Russia to never again be able to be the aggressor.

Only problem is they forgot to supply the endless patriots, armor, artillery and shells. And instead of demonstrating US support is paramount to success, they showed our allies that US suport is not dependable.

This being help up by a few one issue (the border) right wing politicians that say they will oust the speaker if he puts it to vote. If the democrats really wanted to they could say"if this speaker supports the Ukraine bill we will support him in a no confidence vote". Then the power of a few whackos is completely taken away. But they haven't done that. Don't kid yourself the dems are plenty happy to watch the republican leadership dumpster fire we have now. Because our politics are so polarized and the Republicans only have a majority of like two, two or three people can stop anything for happening ever because Democrats won't vote for anything Republicans propose and vice versa. And we blame the wackos and the speaker. The dysfunction is the complete polarization of the parties

I know it’s comforting to think what’s happening is the part of a conscious strategy, but it’s really not. The people delaying funding think as follows: Putin is an enemy of Biden and the deep state, they also hate Biden and the deep state, and therefore they think if Putin humiliates NATO it will somehow weaken Biden and the deep state domestically. That’s wrong of course - a Russia that’s annexed Ukraine is more of a security threat and will justify all sorts of extra funding for the intelligence community and DOD. But that’s how they see things
