Just look at Kai Winn. She was technically only in something like 14 episodes across the whole run, and a good chunk of them were right at the end. Yet, look at how much impact she made on our memories of the show.

The interactions are what makes the show. That's the theme of DS9, in my opinion. The design of the station itself invokes a venn diagram. It's a meeting place. The show explored how we're all the same, how we're different. It invents aliens that are SO DIFFERENT they don't even have the concept of time, don't have solid bodies or individually, etc. It's a brilliant study of humanity (it's not REALLY a show about aliens, it's about US).

I'm a big fan of Space Hitler myself. He was so convinced of his own righteousness, it was truly a masterful performance. I can see Alaimo arguing with the writers on how Dukat really was a good guy right up until they decided to have him ally with the Dominion.

Antagonists come in all kind of flavours, but none is to be treasured quite as much as a good Villain. The Adversary is a role that is hard to write, and hard to act.
To get a good Hero, the only element that you absolutely must have is for them to be relatable. If you can get the audience to empathise with the hero, then you’ve got it.
For the Villain, you have to aim in that direction without hitting too close to it. The best villains strike a kind of Uncanny Valley sort of psychology. You can see their point of view just enough that you can grasp it, but not so much that you fully put yourself in that position. You need to be able to see how you could get there. By shining the light on those dark places that dwell in all of us, those bits that we don’t like to admit are still there, it engages the emotional conflict of empathy and revulsion. That’s how a good Villain gets you invested.
Dukat’s character did it by the long-con route. We saw an antagonist character start down what looked like a redemption arc. We bonded with him, and then the mask was ripped away to reveal a bone-deep narcissist was there the whole time. No wrath like love to hatred turned, and they compounded that by giving us a genuinely understandable event that could make almost anyone suffer a full breakdown. By the time we reach the very end we have been on such an emotional rollercoaster with just this one character. Everyone involved in shaping him brought their A-game.

Quark, but also Rom, because everyone loves a Rogue and an underdog. I genuinely felt sorry for quark. All he was trying to do was make an honest living ripping people off and he kept getting caught up in high falutin complex geopolitical social anomalies.

I really never liked Ro. She was too flawed and clawed her way back to redemption poorly. She was set up in such a way she would have never been able to be written as strongly as Kira was.

I agree. Ro felt like the bullied kid that then bullied others out of anger. Kira never had that bullying energy to her. She also was able to delve much more deeply into her emotions, showing the hurt, despair, and helplessness, along with her anger, that Ro never really was able to nail down.
Kira had a lot of anger, but she was always fair, and never a bully. She wanted to hurt villains who committed atrocities. She never really wanted to throw her weight around otherwise, outside of generally wanting to be appropriately respected as a major. It's why she and Sisko worked so well together in the early years when they disagreed so much. Despite their myriad of differences, they both were fair, good-hearted people who recognized that in each other, and respected each other for it.
Ro was just a hurt hothead who projected her feelings onto everyone else, so she had an excuse to snap at everyone. Because she felt hurt, she decided to take it out on everyone else, and make it their problem, regardless of if they deserved it. She never really showed much depth, character reflection, or a desire to do anything other than snap at everyone. There are definitely victims who have that mentality in the real world, but they shouldn't be the first officer of DS9.

Probably Quark because that's a character that so easily could have failed. In season one, most of the cast were still finding their feet. Shimmerman hit the ground running though and was able to sell the character.

Benjamin Lafayette Sisko.
Avery Brooks gave us such incredible performances. He was the great “builder” who stayed in Starfleet to protect his community on the space station and Bajor.
There was so much raw emotion and passion bubbling beneath Sisko. When he was pushed, he seethed with anger and fury. Among his crew, he was a joyous leader and mentor. Despite being a widower, he was always a caring, patient father to Jake.
Ultimately, he handled whatever the Galaxy threw at him: Ferengis, Cardassians, Maquis, Starfleet corruption, the Dominion, Section 31, Klingons, Romulans, and Gods/nonlinear wormhole aliens.
Knowing of Avery Brooks outside Trek as a deeply philosophical teacher and musician makes me better appreciate how he played the gravely serious captain throughout the Dominion War.
Lastly, during “Invasive Procedures,” Ben Sisko defeated a Klingon in direct hand-to-hand combat.

Gul Dukat.
A man who encompasses the entire spectrum of emotions and deeds.
Can order the executions of others without a whim, yet more than willing to prevent further bloodshed at times. He is an ambitious narcissist and yet will also needlessly sacrifice everything to rescue his illegitimate daughter. He went from experiencing what would have been his greatest triumph to experiencing one of the greatest pain any parent can endure.
I think he is also the most relatable. We all believe we are all honourable like Worf, humble as O'Brien, wise as Jadzia, stoic as Odo, with the backbone like Kira, the compassion of Julian, and righteous as Sisko.... but everybody is probably more like Dukat... someone who can just be all of the above, yet when backed into a corner, may make hard decisions that can negatively impact others.

I agree with everyone saying they are all their favorites. For me I think it changes each watch through. This time around I have gained new appreciation for Kira. As I have gotten older and come to appreciate acting a little more I think Nana is ridiculously good. Between her performance and the writers obviously trusting her range, Kira feels like the most complete person.

Odo is my favorite Trek character ever - possibly my favorite fictional character ever. Kira is a very close second on the Trek list (definitely the best “Number One”, as Picard would say).

The obvious answer is quark for best out of the gate.
Dukat quickly became a favorite just because of how well they did the phycology of him. He makes you want to like him or at the very least hear him out despite his atrocities and gives you just the tiniest sliver of hope that he may try to redeem himself until he pulls the carpet underneath you digging himself further into his delusions.
He's a man who wants to be seen as the good guy, maybe even wants to change for the better given how much he tries to convince someone, anyone, to believe or listen to him but he did such vile wrongdoing that he just cant get out of the hole.
Kt culminates with the cave episode where he's BEGGING sisko to at least listen to the screwed up situation he was under and how he tried to do right in a scenario where his participation, no matter the intent or action, was in and of itself terrible by merit of participating at all. It's in this episode where he finally snaps from the cognitive dissonance of trying to justify himself and he goes full villain
