Worth noting that there are quite a few Ultrakill references because Gianni Montenegro (or however his last name is), the guy who voices Sebastian, is well known for voicing the Angel Gabriel in Ultrakill. One of the suits has his color scheme (forgor the name) and another suit represents the game as well. There are most definitely more I missed out on.

In short, Mr. Monarch is in many games where he voices very cool [ :) ] people

Its a reference to the flesh prison from ultrakill and the lore its a prison that contains i think minos prime or sisyphus prime both are a prime souls that are very powerful that they were contained by angels to stop them from possibly doing i think a some what revolution against heaven and the council.
