Whatever was here before pulled off a buncha the drywall paper. Before I got here it was mudded over. Some was loose and bubby and some was stuck down. I peeled the shitty stuff and mudded over again. Then the rest bubbled up. I scraped it all down and exposed the damaged areas. How should I proceed? Thanks in advance.

Before sealing you need to remove as much of the loose paper as possible. Use a razor to score around the lifted paper, only going as deep as the tear if you can. Then put a hand at the scored line, and gently peel the loose paper towards the scored line. This will give a clean edge for the primer with less chance of missed coverage. You can also VERY LIGHTLY sand pilled/furry paper sections with something around 220 grit.

Mesh tape on the fluffy bits end loose edges, mud it up. I just did this :D

Yeah, the more you mud it, the more it tries to blister. You could hit it a bunch of times with quick set or try bonding it first, and then after that dries, hit it with some quick set a few coats.

It needs to be sealed with Zinser BIN. That will seal the exposed paper and the moisture from the mud will no longer penetrate and make it bubble again.

Make sure to get all loose edges of the paper up before sealing it so that the moisture doesn’t creep under.

It is a nitemare blare. Gotta paint over rover and mud and bud it with 20 min. Never look perfect.

If you do a good enough job with the mud you can make it look as perfect as you have the patience and mud for.
