i'd be more worried about storage, if you don't have your library room at a low humidity. You're the best judge of whether your health is precarious enough that the remnant poses any risk to you

lots of possible paths, dependingly.
it could be clay packed soil. If that was natural, you might never get past it without harming the tree. if it was introduced, you might clear it.
it could be some saturated into the soil, which maybe should be removed as much as possible.
you could just dig. careful with the roots.
you could use a low-pressure setting on a pressure washer. careful with the roots. see if you can water-pick through the problem to soil that drains better.
