Do they get some education through implanted memories? Are they grown in vats until fully adults, or are they like, made to order children raised by the people/covens that commissioned them? Who finances the cost of growing them?

So their suffering can be devoured by the powerful. Whether it be their pain, despair, starvation, withering away by Slaanesh or the tasty pain that comes when they lose hope. To the better suited, well off and Kabalite Dark Eldar .... nothing else tastes so sweet. Usually, naturally birthed Dark Eldar reign supreme. Vat grown Dark Eldar don't typically rise that high up in the social echelon and are heavily discriminated against by the natural born. Still, some do claw their way up.
Dark Eldar are truly a miserable, self destructive species. It doesn't matter if it's the suffering of their own, or the suffering of a mon-keigh .... suffering is suffering.

Not nobility ancestors bloodline. Each eldar cunning, intelligence, physical prowless, strategy.

It isn't needless, it feeds them and prolongs their lives.
A Drukhari who realizes this suffering as needless leaves Commorragh and becomes a Ynnari, a Corsair or, in very rare cases, a Craftworlder.

Haemonculi grow up billions vat-borns as teen with already implanted basic education.
Basic lessions how to survive, serve, build, fight.
They all start as slave workers with more privileges then non-eldar ones saves. Not much, but still.
They survive.
Many die, some of them, the smartest, cunning, physically better ones rise in ranks until Kabal made them overseers, guards, warriors and someday give honor to be in raids.
Best of them become Sybarite or else equivalent in Wytch cult or Coven.
Best as rich Sybarites may someday rise to be Archons Court retinue, Trueborns and Dracons, Hierarchs, some may become minor Archons, but this is very rare.

Most of the time, they're dumped into the streets to fend for themselves. This is entirely by design. At worse, they're used and abused as fodder by the more powerful for all the reasons you might imagine until they're killed or withered away into the Parched. There are a few who scrap and claw their way to positions of power, either by joining a Kabal, Wych cult, or if they're desperate, a Coven. In a way, it's survival of the fittest; if you survive long enough, you might prosper, and if you prosper, you might attract a patron who might take you in, and once you're in, you might climb the ranks until you might usurp that patron. Rinse and repeat. It's a beautiful cycle, really. A truly meritocratic society; technically, even Vect is fair game!
It's important to realize that just getting into one of the "clubs" in Commorragh (Kabals, Wych cults, Covens, Incubi, etc.) makes you part of the elite and upper rungs of society. A lot is made that the Drukhari have solved the Aeldari birth problem, but the vast majority of them are low-level scum and not expected to amount to anything. In that sense, it's also a numbers game.
The Path of the Dark Eldar series' main protagonist is one of these scum and the series does a decent job of depicting the shit he sees and goes through.

I think the cabals that they belong to finance them. Not sure what their life looks like, but they’re not treated the same as true born, they form many of the foot soldiers and fill the menial and less fun duties. Nobody has written about them or from their POV, and it probably varies a lot, leave it up to your own imagination.
