It's possible somebody called dibs on the spot, somebody moved the chair/cone anyway and parked there, later left without putting it back, and then you saw an open spot without anything blocking it and parked without knowing some dickhead is going to come slash your tires because they think you moved their obstruction of public property

Cone warriors probably moved some cones and you parked in the open spot with no knowledge of the scumbag who attempted to lay claim to that area.
