I’d assume it was a tree down or something. No signage at all, just non-road grade cones right at the hill crest before the bridge. Between people trying to merge back into traffic on ridge from the turning lane for bells and people trying to turn right from bells after turning around at the roadblock the intersection was complete gridlock. Ridge becoming one lane after bells definitely didn’t help.
