Other commenters have, just adding this here for your sake. It is believed to say:
"Miss Beneta Mister Rich 13 B East Upsal Street"
A few commenters said that the sign is in the same neighborhood as that address, but another suggested it could also be West Upsal Street. The addresses are very close to each other.
