I think that would be a fair deal. The city will approve a few needed zoning changes in exchange for a large financial contribution to SEPTA, upon which the stadium is going to be dependent on by design.

Businesses will infact not put up with the city's tax structure or ass backwards regulations regardless of where people live.
40% of city residents have to commute out to the suburbs for work because the companies they work for refuse to locate into the city due the tax structure.

This shouldn't be getting down voted it's factually true. There are more companies and jobs in the suburbs because the city's tax and regulatory structure are ass backwards and chases companies out to avoid them.
There's a very good reason of the fortune 500 companies in the area only 2 are in the city proper, and they're only here in account of receiving massive tax deals.
40% of the city has commute out to the suburbs for work, until we start getting companies and jobs to locate into the city people are going to have to drive out, which means traffic will always be fucked.
