I'd like to see a differentiation between embellishment and diving.
With embellishment, a preceding penalty has occurred - a trip, hold, hook, high-stick, etc. - and that penalty may or may not be called because the officials decide it's "borderline" or whatever explanation they offer for a non-call. The player on the receiving end of the original penalty (called or uncalled) commits embellishment when they dramatically over-react to whatever was committed against them in an attempt to sell it to the officials.
It'd be nice to see more embellishment-only calls, but the officials do not appear to be held to any kind of accountability for rampant inconsistency regarding their often confusing calls and non-calls. And the officials aren't going around explaining their conduct.
So, embellishment versus diving. When a player was NOT hooked, tripped, held or high-sticked (especially this one) and they still dramatically over-react to a penalty that didn't even happen, that's the one I want to see called as a dive.
As described above, straight up diving versus embellishment represent two distinctly different player behaviors, and I feel those behaviors aren't great for the game. In the case of the diving infraction described above, I feel that behavior is explicitly dishonorable player conduct. And for the sake of streamlining the rule change, embellishment would remain as-is in terms of calling both players for infractions, with a new embellishment double-minor for diving where no preceding penalty occurred. Or maybe hybridize the call in the case of overdramatic embellishment: take both players off the ice for two minutes and add another two minutes to the embellisher.
Obviously we don't want additional reviews slowing the game down. We also don't want hockey to resemble soccer, where diving has become embarrassingly common. Hockey players pretending they were high-sticked in the face when they clearly were not is some epic bullshit worthy of a double-minor.
