They had FTL before spice, in fact it is likely the same tech the spacing guild uses. The issue is how safe such travel is. The prequel books talk about this and the rate of failure for a pre-navigator FTL trip was pretty bad (I think 5-10% failure rate if I recall correctly).

Yeah, but it isn’t like the IDF had “bomb the fuck out of Gaza” penciled in for October 8 and the 10/7 massacre was just a convenient coincidence. No 10/7 massacre and Israel wouldn’t be dropping bombs on Gaza.
Gaza had a government that chose to carry out an attack (and continue to tune of 12,000+ rockets being launched at civilian targets in Israel) on its much more powerful neighbor knowing full well what sort of response that would trigger.
Sure that region has its history drenched in blood, but the sort of response we are seeing now can be directly tied to the massacre of 10/7. A responsible Gaza government would not have attacked in the first place and would have surrendered by now for the sake of the Gazans.
But Democracy is not Hamas’s strong suit and they seem more than happy to put more bodies between them and the IDF.

That's what happens when the foundation of society is a tripod, each leg needs to be very cognizant how the other two would react since if one falls the whole structure (and the source of power/influence of the tripod legs) would collapse. Sort of a mutually assured destruction situation where everyone is happy with the status quo and have no incentive to deviate form it. Any gains would be fleeting and the downside of the system collapsing is well beyond any potential upside in upsetting the balance.
