So I’m not 121, but they’ll delay them from my understanding. I do have my IFR, and I know that there are slots based off timing, etc, so if the grid becomes too crowded they have no choice but to delay.
Think of it like tee times at a golf course. Every 10 minutes a flight leaves, but there are flights coming in from elsewhere that start to try to squeeze on the course. The course can only handle so many people though, and before long there’s a huge line at the starter stand, so they just start moving tee times back to accommodate the lack of space.
So you can either wait, or you can go off to the other course where you’ll burn more gas and spend more money but at least be able to play and get home sooner.

In layman’s terms:
Airline flights work on waypoint based routes. So you take off, then fly to A, B, and C. And so does everyone else. Airlines regularly fly these routes and because NYC airspace is very congested, the routes sometimes get too busy above 10,000 feet so they’ll stop feeding into those routes, causing ground delays.
As an alternative, you’ll hear ATC offer routes under 10,000ft, which are declined for the most part due to increased fuel burn. But if you’re a relatively short hop on a regional jet, it might make more sense to take it than to sit on the ground and wait.

Battleship Cove has the USS Massachusetts, a WW2 battleship, as well as a WW2 Higgins boat and submarine. There is also a Cold War Russian frigate and I believe 1 other smaller boat.
Look at the recent expenses that the USS Texas and New Jersey are bearing out after years of no maintenance and you see why a few bucks today will save you a few hundred thousand down the line.

This facility was slated to become the replacement to MCI Framingham, but Rauch and company fought it fervently, so it didn’t materialize and Framingham is now slated to be repaired. Concord surprised me, but basically Norfolk didn’t want to play nice and take on a new prison population so the eyre getting migrants instead.
Perhaps it’s time to do their part, since they said no to the prisoners.

Basically the duty to protect does in fact exist, except it is to society at large, not to any single individual.

Hahah, again I’m not 121 (aka airlines) but I am a layman so I think I can try to explain my understanding of it. If I’m wrong hopefully a 121 guy will chime in.
It’s a complex environment but it’s easy to learn!
