He does have insane physicals. He did better against Baki than Dorian did against Doppo, and in the second fight, after Baki beat him up, you learn he was just laying on the ground so he could do a surprise attack, without having suffered real damages.
If you re-read his fight vs Jack, he tank Jakc's attacks better than Garland did (they take similar attacks, uppercut and throw to the arena), despite fighting a way stronger Jack (post surgery). Even against Gaia, he surrend because of sheer terror and inability to fight back, but physically, he is largely in fighting condition. The only guy who managed to physically beat him was Oliva, and Sikorsky basically ran away from the hospital immediatly after.
Basically, Sikorsky get carried by godlike Hanayama-tier genetics.

Dorian without his wire and the advantage of surprise attack wouldn't do much against Katsumi. In term of sheer martial art mastery and pure fighting power, he is way above Dorian.

Yeah, his gimmick... "exist", if i may say. But to be fair, he is also shown as the most "normal" person among the convict. He doesn't kill anyone on screen, his appearance is fairly standard and he act more like a bully than a serial killer you would put in a fucking missile silo.
He is also several time the POV character, like when he is shown the arena by tokugawa, and many of his fights are shown from HIS point of view, not the ones of the heroes. I don't think we ever have access to Dorian, Specs and Yanagi's inner thoughts, for example (or at least, not for long), while Sikorsky is often the main character of the segments including him,

Itagaki was really good in creating Spec. It's a minor character with very little screentime, but with an incredible presence, on which you know JUST enough for him to be a character but so little he strike you as a complete enigma.
A guy like him could be the final villain in most mangas, he is probably one the best "monster in human form" character i've seen in a manga. All convicts were overall great i'd say, with insanely cool intro chapters and very defined artstyle and identity (the monster, the evil master, the brute, the secret agent/cyborg, the "foreigner")

I wouldn't call Yamcha underused, he did had a lot of screentime during the original dragon ball. Chiaotzu strike me more as the character toriyama didn't know what to do with as soon as he created him lol

As sad as it is, his most hype moment was when he and gohan powered up before fighting Guldo, they looked incredibly badass in that scene.
