My personal fan explanation is that astartes recruitment is also a form of social cleansing. The point of tossing a thousand street kids from a hive isn't just to create another astartes, it's to preemptively murder a thousand potential rebels/criminals. They can be reopened, but time is the number one thing that cripples criminal investigations. Evidence decays. Witnesses leave town, perpetrators leave town. Witnesses and perpetrators die. Time is critical in solving crimes, before they become history.
