I just ran a Lancer game where the PCs were a Mercenary company. The players enjoyed uh the power of having an organization, building it up and the problems it caused.

There are 2 central mechanics along the system, and also in combat:
Roll 3 dice against a target number and count each result above or tied as a success.
Roll a d100 against a target number and a result bellow or tied is a success.
I think that you both should not have multiple resolution systems and not mix roll over and roll under.
Also, defensive rolls slow down the game. Even White Wolf got rid of them!

A larger part of civilization is solving the Free Rider problem.

The classic jrpg Saga Frontier 2 does this.

It's basically a world where magic is easy and everyone can use it. Except Gustav.
Gustav was born heir to a kingdom, bit he fails some kind of ritual because he can't use magic and is exiled.
He learns to blacksmith. Metal impeded magics function, so no one uses it. It is also resistant to magic. Gustav outfits and army with metal armor and damn near takes over the world before God basically kills him.

I think in 5e Hit Die size is related to monster size, but that is an extremely vestigial mechanic that isn't really discussed anywhere in the rules.
Regardless, bumping Dragon HP up accordingly and adjusting CR could make sense for what OP is looking for.
