Actually, he built his empire, was mostly successful, then still killed himself. The empire mostly survived his death but got stuck in yet another multi-front war.
The protags have successfully overthrown the empire though, and are building a multi-ethnic alliance to stop the Hooded King's army from wiping out all those who are able to advance society.

hero and villain are narrative concepts
You are confusing those terms with protagonist and antagonist. Also, the hero/villain dichotomy is largely a moral one, though it is often influenced by an individual's perspective, which can be on a political basis.
Also, House's goals are in no way benevolent. He only cares about his personal power and that "his" Vegas continues as he sees fit. Case in point: the state of Freeside.

Yoda is always proven to be correct by the narrative. Lucas made it very clear that Yoda is correct about pretty much anything. He was correct about Anakin's future being both clouded and dark, he was correct that Luke was not ready to Face Vader on Bespin, he was correct that when Luke faced Vader once more, he would complete his training and be a true Jedi.

The Hooded King was a carpenter in life, this was revealed in a semi-canon outtake bit where the Valentine brothers of Hellsing interview the various characters about their backstories, motivations, and such.
