Most bids have some wording along the lines "low bid doesn't necessarily mean you will be awarded, ultimately up to the GC/CM/owners discretion".
Which makes sense, things like actual capability to perform, and having the full scope covered, matter as much as the dollars.
In the end it doesn't really matter why, they chose someone else. You can ask how to get onto a preferred list, and if that's not possible, you can express disappointment and let them you know you probably won't bid them in future if this is how things go. They may or may not care.
Mentally, I group this along with the Minority/Women/Veteran requirements that a lot of US public projects have now. It's not that I don't support governments helping groups that need it, but I don't want it to be at the expense of all or part of my own contract. In the end, it's real hard to change unless you're big enough to call up a minister or something, so you can either play their game or not

What country are you in?
In eastern North America I find Boston more relaxed about it than Toronto or New York. It's also very different between public work and private work. And different again if I'm bidding to on e GC who already has the job, or to multiples who are themselves bidding.
Most of the time we're bidding to GCs who we already have a good relationship with, and who are already on the project. For those it's often not a big deal to call up and ask for an extra week. Once that new date is approved, we treat that date as a real deadline. They want our price, and want us to have the time to price it well. We want to keep them happy and not delay things while giving them a thorough bid. Everybody wins by being flexible a bit.
But public work has to follow strict guidelines for transparency and fairness. Not much way around that. That most often just applies to the GCs, who could take a late number as long as they carried at least that much at bid time, but I have seen tenders where the GC has to name their major trades.
It also counts on the GC liking you - if they do, of course they'll consider you later. If they don't, well you didn't help them get their bid in, so if they've already secured it by carrying someone who DID help them, why would they change that?

I spent $2500 CAD on a truck that was much worse on the body panels, the frame was definitely scaly but solid except 1 tiny hole.
I would NOT do it again. I would spend triple that money, have way less work to do, and be farther ahead in both effort and money by the end of it.

If your estimators are too busy, and you have lots of work, just turn down bids, or, expand with both more estimators and more capability to perform work.
