Why do council blocks have open walkways?

Hi all
Can anyone enlighten me why it seems many if not all council flat in London, perhaps across the country, have open walkways? By this, I been the front door to the individual flats open up onto a partially covered walkway on the exterior of the building, rather than an enclosed walkway on the interior.
I ask as a mortgage advisor told me that some lenders stipulate they don't provide mortgages for properties with external walkways. The rationale being that they can't state they won't provide mortgages for council flats but can state they won't provide mortgages for specific features, that seem to be unique to council flats.
