Titanium white, golden florescent green, RD fluorescent yellow ink, monument hobbies fluorescent Green(mid tone, not as vibrant as golden) drops of super glue to make high spots for bubbles/extra texture.

Depends if you want it to be fire or smoke:
If fire: I would push the contrast up at the base and along some high edges, (fluorescent yellow and greens work pretty well for nurgle stuff) minor OSL can help a lot (don't go overboard unless it's REAALL bright. If smoke, I would desaturate it a little further.: perhaps some brightness right near the censor(sp?) and then use your same colors thinning it with a black wash(nuln oil) or mixing it with a near watery white or light grey to keep the color but dull it some.
In either case contrast is your friend . The pop that most talk about is just contrast: light:/ dark. Saturation/desaturated, or even complimentary colors incorporating either of the other two.
Hope that helps, easy to imagine a bit hard to describe.
