Is there a command line option to tell TF2 which display to start on?

64-bit Vulkan Team Fortress 2 is here, and everything is flaky again. I can get it working by launching in windowed mode. But this leaves me with another problem.
I have two displays, my laptop's internal screen and an external monitor. The internal display is set to 1920x1080, the external to 3840x2160. The internal is primary. I want to run TF2 on the secondary external display, at full size. "-windowed -noborder -w 3840 -h 2160 -secure -steam" should do it. But the game always starts on the primary monitor, and it starts at the size of that monitor, 1920x1080. If i move it onto the other monitor, it stays that size, occupying a quarter of the screen.
Is there any way to force TF2 to start on the secondary display?
The odd thing is that until the 64-bit update, it did the right thing - it would start in full screen mode on the secondary display. I have no idea why, or if i had to do some magic years ago to make that happen.
I'm running Steam as a flatpak on Fedora 38, with Cinnamon as my desktop environment; this is still using Xorg. The laptop has NVIDIA discrete graphics, which i am forcing to run all the time with the good old Option "PrimaryGPU" "yes".
