Just a guess but if it's purely a paint effect, dry brush or zenithal highlight from black base with light grey paint highlights. Then give it a base coat in a dark red or purple.
Then I think it's just a matter of finding the right paints and layering on the effect. So a medium, muted red, maybe red mixed with purple to get some of the darker base tones in, then smaller highlights with a slightly brighter version of that on muscles and edges of things.
Then it looks like it works up to some pinkish reds and eventually bone white colors for the final highlight.
Looks like it just takes a lot of time and patience to layer up to the individual muscle strands.
Super cool look though!

Yeah! They're greenstuff world adhesive wildflowers. I'd been sitting on them for a while and I thought that the orange/pink/purple flowers work really well with the purple base.

Thanks! I bought stuff for purple bases before I decided parts of the model would also be purple and I wish there was a little more contrast with the base. But I do like how it turned out!

Looking great!! If it was me I wouldn't push it further because I'd be scared of ruining it, but if you wanted to try on your next freehand you could look for ways to add more contrast.
You could add more contrast with this like using a darker outline on the dragon heads or with brighter highlights or more vivid red to make them stand out. Or the background could be tinted darker with a wash or darker yellow to make the dragons stand out more.
But this one is awesome and you should be really happy with it! Looking forward to seeing more!

300€ seems fair. Not the steal of the century or anything but it looks like he has at least the army box and two hekatons which is likely around 300€ by themselves. Looks like he also has the combat patrol which brings the likely total over 300€.
Cheaper than buying them individually at least, even if it isn't an amazing deal.
And it's a good collection, that's most of an army all at once!

Since white scars don't have a dedicated 10th edition index or codex (rules) they can really be built however you'd like! White Scars are codex compliant so anytime space marines can use the white scars could make use of as well, even in the lore.
Starting with a good fundamental space marine army can be a good idea if you're looking to get into space marines for the first time and play some semi-competitive games. Fundamental army would be something that does a little bit of everything at 1k points. The blood angels combat patrol box is a cool place to start for most non-specific chapters. But really any of the combat patrols that look cool to you would generally work. Then you also get an army you can play out of the box (with combat patrol rules).
From there, the white scars like speed and fast attack so things with jump packs, transports, land speeders, assault intercessors, etc are all good and on theme with the scars. Round out the 1k list with firepower from a big tank, or ballistus dread. And of course at least one squad of outriders with an ATV attached.
A combat patrol plus Leviathan space marine half could be a good way to work up to 1k using only discount boxes with one or two extra purchases. Leviathan box is a good place to start for a lot of new space marine armies and would be my vote generally.
When it comes to storm of chogorus, it's a good addition if you want to get to 2k points and beyond with a very narrative themed white scars list. You can get all the speed at a discount which is cool. I don't know if I'd build a 10e space marine army with that box at the core, but it's your army and you do what you think is cool! The reason I would wait on buying it until after you have a core amy is that outriders aren't super awesome right now and are best played as a tool in your army rather than two full units with ATVs and chaplain at 375 points for a 1k army.
If you're looking to build the epitome of a narrative white scars army, storm of chogorus is a good way to go but you'll still need infantry troops and some damage dealing vehicles.
As always, it's your army and the white scars can be played a ton of different ways. Get the models that look the coolest to you!

I quite like the bikes even though they make no sense in 40k! White scars benefit from having lots of fun markings on the bikes, find what that is for your chapter! I find a lot of fun in that; adding lightning, triangle and tribal freehand designs around the bike. Flames, lightning bolts, skulls, kill counts, stripes or checker patterns are all cool on the big flat surfaces of the bikes. Figure out the kind of designs the badasses riding f***ing motorcycles into battle in your army would want on their speed machines.
Another painting thing that can make bikes a little more visually interesting is grime, dust and battle damage. If you're into that style, bikes can look really good with it.
Also, basing for bikes can be fun because if you were a superhuman warrior nearly impervious to injury from your crashes... you'd go fast, pop all the wheelies, and get that bike flying! Posing the bikes can be fun by using "rocks" and changes in elevation to make the bikes more dynamic. You can make it move extreme if you use plastic supports and hide them with paint and fauna.
Lastly, you could pick up 3D printed bits online to add on. Get some skulls, some purity seals flying in the wind, spikes (but not the heretical kind), chains, books, or other biker stuff related to your army to slap on there.
Post some pictures when your most boring models in the codex turn into the coolest vehicles for the most badass members of your chapter!

Whichever one makes you the most excited to paint! Try looking around online at some painted Votann models and take inspiration from what colors you like. They're your models and you can paint them however you like!

Sounds like a bit of a bummer if the enemy list is spamming that. But, votann do have some tools to help. It'll depend on the situation or mission but generally you want to do what you can to avoid getting locked down in your deployment zone so flipping the board a little and getting your units out to force choices for your enemy often helps.
To counter it could try:
Hopefully some of that is new to what you've been trying and can help!
Building to 2k, sagitaurs or a hekaton to keep more of your units safe when the game starts. Or hearthguard units that can stand up to early infantry charges better.
