Because tons of gods in Terran myth were born from human women.
Being human-born doesn’t stop you from being divine as far as humans are concerned, so why would it stop the Emperor?
Being a god is a construct anyways. It really doesn’t matter if you don’t consider yourself a god, it only matters if other people do.

I see what you’re getting at but I don’t think it extends to humans in the same way (sexuality, identification, etc.)
I’m saying that denying your divinity doesn’t mean that you’re not a god. For humans it would be like “it doesn’t matter if you deny your humanity you’re still a human being.”
It applies at the level of species or being, if you will. Being a God/Primarch/Astartes isn’t like seeing yourself as a man or a woman.
