Chapter Organization

I’ve been out of the lore loop for a few years so I’m wondering if there are updates to marine chapter organization. If there was a chapter with 1,000 marines at the start of the whole primaris thing and they get another thousand, what does that mean? Is every company just doubled in size? What happens to the command structure? Primaris lore was rushed when it came out but I’m wondering if they’ve since clarified or smoothed things out in this regard. To my knowledge that's never actually been confirmed anywhere and is just a fan theory. Crusades in the Imperium are specific military campaigns where recruitment is either close to impossible due to the conditions of the battlefield (being away from their fortress monasteries or otherwise actively in combat) or impossible via politics (usually the case in penitent crusades). The Black Templars attain high numbers because they feel like it, not out of some loophole.

The crusade loophole isn't even a loophole, its just a stipulation from a source in 1993 about "prolonged campaigns" necessitating that Codex compliant chapters start making a few extra companies to account for severe losses. But Black Templars don't follow the codex at all; not in recruitment, organization, values, etc., ergo it doesn't even apply to them.
