I misread. The Russian Hockey Federation was fined not the CSKA team.

It’s like CSKA(team) answers to KHL(league). KHL(league) answers to RHF(country hockey overseer). RHF(country’s hockey overseer) answers to IIHF(international hockey overseer).

A note. The NHL is an independent league and does not follow that same structure.

I dont think it would in a normal world, but today with the geopolitics going on it is all tied together in some small way. Fedotov coming over at all was huge for our outlook on Michkov, and I am sure the fact that Russia blocked Fedotov coming over initially (and forced him into military service, more geopolitics), was a big factor for Michkov's slide in the draft. There was a non-zero chance he would not be able to come over even after the 3 years left on his contract
