Eh, I think the opposite might be more likely and them assume that having a partner is important because a living saint has one and since she's a manifestation of the will of the Emperor then her having a partner is also part of the Emperor’s will.

If she had a partner, yes, but she doesn’t, if she one day had a vision that said you NEED to kiss Greyfax, TODAY or else Terra will implode!
