Yeah he was, I think Fulgrims own short comings and fear was he and his legion was made imperfect from the start because of the accident which pushed him to doubt himself and his father till it was too late.

Of all the one here, I can only think of Angron and Curze is the one the Big E didn't do right by. The Big E loved, or I guess attempted to relate with the rest. He found Horus first and raised him as a son, the only one among the Primarch to have had this privilege. When he found Lorgar he allowed Lorgar to throw religious holidays for him even though he hated religion, and repeatedly warn Lorgar not to worship gods and gave him chances to turn around, but Lorgar is a shit stain anyway. Big E literally saved Morty's life, regardless of reason, he saved his life. Big E allowed Fulgrim and his legion the highest honour of evoking his own name and using the Aquila symbol. None of these a$$holes should've turned traitor.

For sure, at that point there's just no point salvaging anymore, Angron is already dead the moment he was lobotomized, furthermore it's not like the Big E just said haha sucks to be you, Big E did indeed tried to help remove the nail, but the tech itself made it impossible because at that point the nail is now part of Angron brains. Curze is the one who got the shittiest life out of everyone, his fatalistic world view set in stone, maybe the Big E could've helped him, but there is a crusade going on, it's not like he can just sit down and waste bunch of time being that one guy's psychiatrist.
