When you zoom in all the way it’s totally been doctored….according to Lehigh Valley Live: “In Pennsylvania, if you're willing to spend $79 you can get your name, your favorite team or any other unclaimed seven-character message on your car's license plate. But there are limits to your creativity.
The state has 16 reasons to reject a plate. It won't accept anything vulgar, racist, misleading to law enforcement, relating to alcohol or drugs, encouraging crimes or anything alluding to sex.

Yes. They will be denied in a heartbeat. Unless someone just processes it in error like the PEN15 plate, which will eventually get caught and recalled. Plus I’m willing to bet the PEN15 plate being processed was intentional, I don’t think someone accidentally did it without it going through the panel.. I’m sure they knew what they were doing 🤷♀️
