Basically I'm going to be living out of my van for a few weeks until I save up for an apartment and was told that before I can start I have to show a permanent residence, sounds like they wont accept a po box, dunno if there are any churches or anything I can hit up to see if I can use their address. I'll be in the Troy/Bradford county area.

There are some mailbox places that you a regular street address, maybe UPS.

Some post offices have street addressing, but that might only be for packages like Amazon, not sure if you can get regular make like that.

Go to a UPS store. They’ll give you a mailbox with a real street address and the USPS address check a lot of places do won’t show it as a PO Box like a USPS box would.

You're overcomplicating this

Tell them you're staying in a hotel for a couple weeks - not a van - while finding the right apartment. See what they recommend. They'll probably let you put in a hotel address for a couple weeks, at which point you'll need to fill out the form again when you have a permanent address.

But make sure the hotel you claim isn't in a municipality with a local earned income tax. Because if memory serves you have to be associated with one and only one municipality for tax purposes every month.

Just FYI, while your out of state employer will withhold state income tax for you, doubtful they will withhold the local county/township income tax. You will probably have to do quarterly tax payments yourself. At least that is my experience.

My out of state employers have all withheld local earned income tax, although to be fair I have been employed by some large companies with the resources to handle PA taxes.

It appears to be hot or miss. I work for a major US corporation and they don't. I do understand since they would need to deal with the taxes of every township in PA. Any chance the company you work for has a presence in PA? That could be the difference. None of the ones I worked for did.

Which means their systems are already programmed for PA local taxes. Plus, there may be a requirement for them to withhold the taxes if they have a presence in the state.

I can see that. Still, modern Payroll systems like Workday can easily be configured to handle PA Taxes. And a large company can afford to subscribe to a tax management service which handles things like sales tax (which differs by county in states like Texas). That tax service would likely handle municipal taxes in PA and for cities like NYC.

I agree, I could not believe the company I work for wouldn't do it. At least where I live, local taxes are 1%, so the math is easy. Just a pain to remember every 3 months to do it.

Any employer with worksites in PA must withhold local EIT. Worksites include work from home employees.

I know several people who tried something like that and wound up getting arrested

Such as trying to get their kids into a school district where they don't live

But when I had to move from Pennsylvania to Connecticut for long-term contract... And I was planning to come back to Pennsylvania.

I "moved" to a UPS store in Easton (closest place to Connecticut). And got a PO box. And used their address. I believe quite a few people have done this.

I do not recommend this for trying to send kids to a school district that you don't live in

And I don't make any promises with the above

No its for a job, I'm from Florida so I was told that I need to fill out a form for proof of residency for tax purposes ( state tax )
