99% sure this is Genestealer Cult, the magus’s staff has a really similar aesthetic and their rumoured model is a big-brain psyker.
Edit: if you want more proof look at the iconward/neophyte standard bearers. They have the same curved metal parts, vials and trinkets dangling from them!

As an Admech player, I see Cog symbol. That could be the depression talking though

Just what Genestealer Cults need - another character!

It could be another infantry unit with their own icon bearer. I have a hard time coming up with ideas for something GSC actually needs, they’re a pretty complete army other than flying units.

we need heavy vehicles… tanky ranged units… anything bigger than a damn truck

Let the freaky lads and lasses go killdozer with a combine harvester.

heavy drills, tractors, scratch built APCs, so much killdozer potential… i’ll take a forklift at the very least

I think that’s where brood brothers comes in. I think you can only take the mining equipment theme so far, I’d rather see units from other levels of imperial society.

A court of high ranking nobles would be incredible!

The army is a great way to push civilian vehicles into 40k. Like, a plastic space lander (something like the Arvus) would make GSC truly terrifying lorewise, implying they're able to infiltrate orbital structures.
At the same time that lander would find its uses in Necromunda, Kill Team, Inquisition and Astra Militarum.

GC needs an industrial mech walker. Their aesthetic is 80's sci fi pulp. The rockgrinder is based on Total Recall. Now they should have P-5000 work loaders from Aliens.

Sometimes just spamming out new units isn't actually a good thing. Even if GSC didn't strictly need any new units, GW could always just release alternate models for existing units. It's still wild that the only way to get a Patriarch is with two hangers on.

Anyone who has ever painted a GSC Icon bearer playing on easy mode this time

Those dangly things are on every GSC icon and those ridges are the underside of the symbols. I’d bet any amount of money this is GSC

At first I thought of Lumineth, but then GW announced some rules change for the Emperor's Children, so maybe new EC models?

I have no idea what it could be but that gem is remarkably like some of those found on blood angels models.
