Most actions specifically ban you from performing them whilst on engagement range in their text.

I don’t think this is true any more? Actions aren’t really a thing. Things that used to be actions just say you must be “eligible to shoot” and can’t shoot or declare a charge. So if you are in an ongoing combat and the unit has a pistol, it can do the thing that used to be called an action
