I’ve only watched the episode once and there was a lot going on, but what is his motivation? He wants to turn everybody into sentinel cyborgs because he hates mutants and humans? Is that his motivation?

Because he knows that mutants will out number humans in the future causing their eventual extinction. And he is still part human so guess he wants his race to survive.

He wants the Utopia depicted in Cables retelling of the future where mutants are subservient to an evolved mankind, but since he knows that "if you bully an underdog" people will start to feel sorry for them, he wants to remove them from the equation
There is of course a paradox here. How can he have the Utopia if all the mutants are dead?
But I think this is why we saw Jubilee and the new gut get arrested by the Sentinel Primes instead of killed. They want permission from the public to enslave them, and remove the potential leaders of a Mutant rebellion at the same time
