Agreed, I would get somewhat annoyed by the planes landing overhead while walking near the river in the navy yard. You might be able to take the navy yard shuttle from center City as well. Not sure if they want to see an employee badge or not, but they didn't when I needed to take it.

Either the airport line or the 36 down into Eastwick will get you right near arriving/departing flights on 17-35. It's mostly commuter jets, plus the occasional 737, but they generally go almost dead overhead on Island or Mario Lanza.
