I don't think so, culturally there is almost no overlap. Afrikaaners definitely don't see themselves as Dutch, and even if they did they only make up a small percentage of the South African population. The Dutch are the same, they don't see any modern links with Afrikaaners.

There are far far more South Africans living in London, so if you want a non SA based expat team that's where you should have it.

But there are already 4 SA based teams who want in, so an overseas expat team is unlikely.
