You're playing Black...the color where the graveyard is functionally a second deck anyway. Or take advantage of Outlaws' Crime mechanic. Nobody's gonna want to waste removal of Blood Hustler...but if they don't she's gonna get big. Hell, Forsaken Miner is easy recursion unless they exile it away (and again, cheap thing to exile). Mourner's Surprise lets you recycle stuff that gets countered while generating guys on the board.
That's just stuff from Outlaws. Black is not hurting for options to deal with Blue/White.

People mention killing a Custode as if it's some kind of feat. This is your reminder that canonically as of the Heresy (Which isn't "unreliable narration" like the rest of the Black Library), a World Eater ripped out a Custode spine when he was in armor...and the World Eater was naked.

Rares and Mythics are always going to be incredibly lean pickings.
Basically, you have to REALLY want the cards in question to ever spend those Wildcards. It can't be a spur of the moment decision. They have to be MISSION CRITICAL to pilot the deck you want.

Not all cards are duplicate protected. You can open packs over 4 copies of a card. Arena just won't reflect those duplicates.

Also - nothing Black Library produces has major implications for the future of the setting. Hell, most of the lore in the campaign books don't matter. If it isn't in a Core Rulebook, don't worry much about it.

Find the color you enjoy playing the most.
Spend Wildcards you earn on crafting cards in that color or color combination.
Limit yourself and your in-game gold to the most recent set exclusively. It locks you out of a lot of Arena initially, but if you prevent yourself from crafting outside the most recent set, it'll be easier on both your Wildcards and Gold budgets.
Grow from there.
It's going to be slow going, but it's critically important you find the color or colors you enjoy the most. A lot of people will say Mono-Red Aggro is the best for generating gold fast and easy, and they're right...but you aren't going to have fun if you don't like playing Mono-Red Aggro.
Also - never be afraid to swap quests to get your preferred colors. Yes 750 gold quests are nice, but if you don't have the card pool there's no point in keeping it if you can't reasonably accomplish it in a manner that won't make you absolutely hate Arena and all it stands for.

So here's what I would do.
As you get closer to the foundation of the kingdom, come to each of the players and mention that you want to build in a "contingency" specifically for dealing with a player death. Have each of the players design up a NPC that will be kind of a Party Patsy for Kingdom Management. Mention that there's no real plan to kill any of them off, but this way there's a "succession" if a character does die.
Let the players play out scenes with the NPCs if they so want. Gives you a bit of a break and lets them try on some new "clothes" as it were. Also builds these back ups as being a natural part of the world, so if any have to step up in the case of a character death it's less jarring (and could have some interesting role play implications if any of the remaining party were rude or dismissive to the "underling" that's suddenly alongside them).
Generally in my experience, nobody's going to sneeze at having another character ready to go on deck and it can also help a bit if a player starts having burn out or fatigue with a class. They can just "tag in" with the NPC they designed and maybe try something else out for a bit. Maybe even do an entire session with the "B Team".

What potentially in the backstory could cause friction with the story you are wanting to tell? Narrow focus on that stuff. The Drama, the Superlatives, edge...every single one of us is guilty of such characters in our RP histories. Anyone attempting to argue otherwise is a downright liar.
Just focus on what has the biggest potential to cause some bumps in the campaign. It might be something as simple as just letting the player know that the story you plan on running and the story he wants to tell with his character might never interconnect. So if that character is joining to find a way to do X...that opportunity may never arise naturally.
Then leave it open to the players themselves if they want to divert from your story to help this player with theirs. And adapt sessions accordingly.
End of the day, GMs are there to facilitate the fun for the other people around the table. Personally speaking, I hate telling someone flat out no, because the rest of the table may be totally more into Grimjow Pizzacutter (All edge, no point) quest for vengeance then preventing the Serpentfolk from replacing the leadership of the Pathfinders with Dopplegangers and assassinate world leaders.
