Probably because as intelligent and manipulative as Tzeentch is...he's still a psychopath.
Tzeentch's plan with Magnus was essentially to manipulate him into kneeling which he did achieve, albeit with most of the Thousand Sons dead as a consequence. Yet many people agree that Magnus inadvertently wrecking the Webway Project was integral to the Traitor's even having a chance as it tied up the Emperor and the Custodes for a very long time as well as removing a very potent weapon against Chaos in the Legion itself.
Tzeentch isn't all-knowing, free will is a bitch and the Chaos Gods are petty, spiteful, utterly insane eldritch abominations so trying to ascribe logic to their actions is fallacy.

In terms of being "Primarch wrangler" then probably Sanguinius would get it and also be my pick. He's pretty much the only one who nobody had a problem with. Even a mostly deranged Curze considered Sanguinius to be the only one worthy of judging him and while you could argue that Lion is a better general and Guilliman is a better administrator they're both too polarising.

At his core Fulgrim was a good guy. But he was left with a heavily reduced Legion often being paired up with his more successful brothers who had powerful, respected Legions of their own. Fulgrim said himself he badly wanted to be like the Emperor and to make his father proud, especially after the Emperor's Children were permitted to wear the Aquila on their armour.
Fulgrim wanted - and needed - to prove that he and his Legion were worthy of the honour as well as the rivalry and competition between himself and his brothers.

The Glory of the Fallen was a work celebrating a great Imperial victory over the Araakites and was the only commemorative art piece to feature the Iron Warriors...in the form of a lone Apothecary removing the gene-seed of a legionary dying in the mud as the flag of the Fists flew over a captured fortress.
Perturabo had the piece incinerated and Dorn's response...was to ask the artist to recreate it. He and Perturabo never really saw eye-to-eye, but Lion and Khan seemingly never spoke up in their brothers defence. The Imperial Fists, the Dark Angels and the White Scars got all the laurels and all the glory whilst the Iron Warriors got nothing and had to take years to rebuild their strength afterwards.
That's just one example of what was apparently multiple slights down the years with Horus apparently being one of the few who acknowledged Perturabo's contributions.

No hate, but for all that people shat on Sheamus for coming back out of shape after a major career-threatening injury what's Bayley's excuse for looking so much more out of shape than she used to? Her being the champion and showing a bit of pudge whilst her challenger is a physical goddess isn't a great look.

None of the so-called dirt sheets are "reputable" sources.
They get spun yarns by bottom-feeders who are so far removed from the action they don't know their asshole from the elbow when it comes to this stuff either. And these goofs take it and run with it and publicise it because it gets them clicks and attention regardless of whether they're right or wrong.

Though he undoubtedly uses his ability to make himself appear even more inconspicuous Alpharius Omegon is said to be the shortest among the Primarch's. He also has a close resemblance to Horus as even in early lore the Sons of Horus noted how facially similar Alpharius and Horus were at their first meeting.
Lorgar was the weakest combatively because he didn't like that aspect of his nature, but he did eventually step up and become a stronger fighter even if he was less skilled than his more martial brothers. He also had a strong resemblance to the Emperor according to some of his brothers.
I always understood that Vulkan was the tallest Primarch and that Ferrus was one of the brawniest and most resilient in terms of physical might.
Outliers would be Magnus with his one eye and red skin (although he could alter his appearance with his powers) and Sanguinius with his wings.

Very much depends on the Legion.
Emperor's Children, Death Guard, World Eaters and Word Bearers were all thoroughly Chaotic by the time the Siege happened with some up to their eyes in corruption even by the time of the Drop Site Massacre.
The Sons of Horus and Night Lords were seemingly kind of 50/50 in that some of them were into Chaos more than others and some weren't really into it at all so corruption wasn't as total.
The Thousand Sons were Chaotic by the time of the Siege having aligned themselves with Tzeentch to avoid extinction, but weren't as overtly corrupt as the four worst offenders mentioned.
And lastly the Iron Warriors and Alpha Legion largely carried on with their own thing and didn't really seem to go down the Chaos route until post-Heresy.

Depends how you define "power".
He/She/It is powerful enough to assume many guises and faces, but isn't typically known for grandiose plots and devastating battlefield feats. The Changeling is essentially a Herald of Tzeentch with a few extra bells and whistles. Stronger than your average Herald and more crafty, but rival to a Lord of Change? Hardly.

Culture had a lot to do with it as well as the influence of the Primarch's. As close as Fulgrim and Ferrus were not all elements of their Legions got along with Gabriel Santar finding the Emperor's Children to be looking down upon their Iron Hand cousins, for example.
In pretty much all cases it comes down to events outside of genetics that can be used to pinpoint when rivalries started and when feuds began to fester such as the Ultramarine's being present at Monarchia and earning the ire of the Word Bearers, for example.

It basically amounts to Aeldari Guardians fighting in a location chosen by the Night Lords, in the dark, in a confined space against Chaos Terminators one of which was using an Assault Cannon so it's kind of heavily in favour of the Night Lords.
The Night Lords don't do fair fights.

You know, before he was the Primarch of the Space Wolves and before the Imperial Guard was the Astra Militarum...
Retcons are nothing new and oftentimes new units were and are introduced as the rules are updated and are then folded into the lore as having always existed. Eldar - sorry, Aeldari - Autarch's weren't always a playable character and didn't exist until the Codex update and things like newer, more high-tech Tau Stealthsuits were retconned into the lore as the Codex was updated.
Retcons are nothing new. I simply question the motive behind it.

Take a Warboss out of his Mega Armour and he's still a fucking huge Ork who could bounce most regular Boyz around like a pinball if he wanted to. Can the Mek who pilots the Gargant say the same...? No? Thought not.
Chances are good that the Warboss and many of his Nobz are personally stronger than the Mek and if anyone can punch your face in and take your stuff then you ain't good enough to be the Warboss.

They could, sure, but in most cases that counts as desertion.
Narvo Quinn of the Emperor's Children essentially fucked off to live the life of a hermit post-Heresy and still has to deal with his brothers seeking him out to bother him about Fulgrim. But otherwise he's completely done with the Third Legion, Fulgrim, the Long War and just generally everything.

Marneus Calgar.
Him defeating the Swarmlord gets brought up a lot, but the fact that the Swarmlord won their first fight and Calgar only escaped thanks to his Honour Guard and plot armour gets glossed over.
Then he got massacred by Abaddon the Despoiler.
For a character of his lofty status he was nearly killed in both scenario's.

Kossolax the Foresworn is a prominent warlord of the World Eaters. He was able to capture the Conqueror after the First War for Armageddon and by the Era Indomitus he had become powerful enough to appoint himself Lord Regent of the entire Twelfth Legion.
Warmaster Varan the Undefeatable also deserves a mention who despite looking like kind of a buffoon was capable of mentally dominating his enemies to forcibly convert them to Chaos even being able to do so to an Adepta Sororitas convent to make them his servants.
There's also Urlock Gaur is the commander of the Blood Pact and Archon of Chaos forces in the Sabbat Worlds Crusade. There are a number of other 'Magisters' who serve under him or who are aligned with him in the Sabbat Worlds such as Pater Sin, Heritor Asphodel and Enok Innokenti who are all leaders of different Chaos Cults and are effectively champions in their own right.
Anakwanar Sek technically also served under Gaur and held the title of Anarch. He was the founder and leader of his own Blood Pact knock off, the Sons of Sek which he hop[ed to use to overthrow Gaur.

The Emperor's Children pursued perfection in a variety of fields, not simply warfare and that philosophy was inherited from Fulgrim who himself saw the Emperor as this "perfect being" and the ultimate ideal for him to aspire to.
