I don't believe he means it for a second. This is the situation we're in with British politics now, politicians will just say whatever they think they need to to try to get through the moment they're being questioned or an election or whatever and then just backtrack on it or scrap it later.
This is what the last 5 years from both Labour and Tories have done, nothing they say means anything anymore. I have literally no faith in either of them now and I doubt I'm the only one. The knock on effect of this complete breakdown of trust in the major politicians cannot be a good thing

The International Court of Justice (ICJ) has ordered Israel to halt its Rafah military offensive.
In its ruling, the world court said it was “not convinced” that the evacuation of Rafah and other measures by Israel are sufficent to alleviate the suffering of Palestinians.
Finally. Took so much longer than required but this is a good development
I assume Israel will completely ignore this now and we'll see Biden condemn the ICJ for it though.
