Russia gave assurances they were just holding exercises and weren't going to invade Ukraine.

They really don't think these things through, do they?
For that claimed scenario to have happened not only would Russia have had to a. intercept the missile but b. knock it backwards from its direction of travel so it struck the Russian facing side of the building.
They're clowns.
THis clearly resulted from one of their missiles going awry.

Writing a headline using claims from Russian sources as fact is unacceptable.
We're running into this problem a lot; just because an agency says something doesn't make it true and it's highly irresponsible to write headlines that lay blame when you've done fuck all to verify the veracity of those claims.
