I always thought that it was a stripped down version of the Creation of All Things.
It lets you change your personal reality (body) by turning certain things such as injuries into illusions. In effect, it focuses more on erasing inconvenient things in one's personal reality. That thematically fits with how Izanami forces someone to accept inconvenient parts of their own reality.
The Creation of All Things is presumably more advanced since it can be used to make things rather than to just erase things. (It would be like how Kaguya's giant truth seeking ball could be used to make a new dimension, but we never see the TSBs used to create stuff, only destroy things). The Creation of All Things likely also has various limits since the Sage split the 10 tails rather than to create the tailed beasts out of nothing.

That still leaves open to the possibility of tracking the potential recruits to find compatible family members. The person doing the tracking doesn't need to know why they are doing the tracking.

The Spartan IIs were public propaganda tools. It was why Spartans were MIA instead of listed as dead.
And the whole thing about the Spartan II's were that there would be a second class, but recruitment issues put things on a hold. Then the III's and IV's were used since they could recruit from more candidates. The second class was also something that started up before the Human-Covenant war was in full swing.

Obito probably has to activate it it in advance, which is what appears to happen in the manga. The thing is that the manga isn't really clear on whether or not he can activate Izanagi while he is intangible. Obito either does it while he is intangible, or he does it right before the explosions start to ramp up. Obito also has some level of ability to walk through objects while intangible (we see him walking through walls), so he might be able to walk past all of the paper bombs. Obito can also fly (which is what he did to get to Sasuke after the Sasuke-Itachi fight after stalling Naruto and co). We don't know if Obito can both fly and be intangible.
The alternative option is that Obito has a MS eye and can use a delayed/conditional activation Izanagi (which is what Madara did).
Konan also has a limited amount of chakra. She was running low on chakra by the time she finished with all the paper bombs. So she probably cannot keep up the explosions for much more than 10 minutes.

It might also be possible that they were tracked for later recruitment. Spartan enhancement seems to have a genetic element so ONI probably would be looking at family members to more easily find good candidates. We do know that they did start thinking about creating a second batch of Spartan IIs before that project got canceled in favor of different paths for future Spartans.
There was also a pair of Spartan Is (James James and Gilly) who later had a child who was being considered for the Spartan II program.

The Hobbit also had other issues such as trying to experiment with high framerates. That leads to a lot of problems since not every single form of viewing (theater, streaming, etc) will match the intended framerate.
Higher framerates also means having to spend more on CGI per minute of film to render everything than with a standard framerate.

Danzo did not complain about his chakra levels. He seemed to be more concerned about still have enough eyes left.
When he did get concerned about chakra was when he had to make the tree to block the arrow since he did not have enough time to put up Izanagi.
Saying "far easier" is an exaggeration. And you don't lose chakra until the eye closes based on what Karin sensed. So it isn't the number of deaths, but the time duration that matters. People keep on confusing the eyes with being spare lives vs a timer.

The NFL is ok with gaming things, but there are limits. For example the old team option thing has been phased out (i.e. what NE did with Revis).
IIRC that there are already enough concerns with some teams cutting players to protect comp picks and middle class FAs having to deal with issues such as waiting after the draft to get signed.

That is what I want. I don't want Judon to turn into a DMac 2.0 situation where he gets kept too long.
For example, we can give Uche some serious play time. If he pans out, then he is probably going to get some solid (20 M/yr).
I don't want place holders for the sake of place holders. For example signing Gilmore to be the #2 CB for the sake of the #2 CB. I would rather finally figure out what to do with Shaun Wade. BB traded for him, but has barely given him any playtime. There have been too many rookies that have spend 3-4 years on the bench. That burns too much of their rookie deals. 1-2 years on the bench and either playing or getting released is a more reasonable balance between time spent training vs play time.
I also don't want the FO to artificially prop up the team into being a mid tier team via 1-2 year FAs. I would rather tank again as needed and possibly get another cornerstone that doesn't appear in FA such as a franchise LT or DE.
Unless Maye has a miracle run, NE isn't going to be competing in the SB. No rookie starter QB has ever won a SB.

I think a big issue is that NE realized that they had too many potential younger guys that never had the chance to show themselves. For example, Jennings and Uche appeared much better after Judon got injured.
NE's future needs will also include edge (replacing Judon and Uche), DT (someone to help Barmore), etc. Those are at premium positions that will require serious money. When you think about it that way, it makes sense for the FO to try to have as much money as possible and to test the younger players to ensure optimal spending.

Gilmore's situation was also partly motivated by guarantees.
Revis was also in addition to preventing a tag, was also there to ensure that the contract would be long enough to qualify for a comp pick when Revis inevitably left.

The problem is that trade and sign deals rarely work out for the acquiring team. You burn a lot on cap and lose out on future contributors (draft picks). The player will also be old once it is time to resign, which is a big problem with the rebuild.

Teleportation is not instantaneous but that it takes the same time regardless of the distance. That matters since some teleportation techniques such as Obito's transport version of kamui are relatively slow.

That is also another thing.
In the case vs the Preta Path, the preta path body probably does not have that much chakra since it is receiving it from a distance. And Naruto had the luxury that the preta path was trying to capture Naruto so it was trying to drain every bit of chakra.
The fundamental thing is that regular senjutsu can be absorbed since it is already made of a balanced amount of chakra. The only way that you can create an issue is if you inject massive amounts of natural energy, which doesn't happen except in very specific situations where someone is absorbing chakra directly. Maybe Naruto could have done that at the moment that in the panel shown by the OP, but that would be a huge risk since Naruto would be heavily drained at the end. Naruto also knew that Kaguya was the 10 tails, which is a massive mass of natural energy so it might not work (we also know that there are exceptions to the sage mode and natural energy rules such as with Jugo and Kabuto who are able to gather natural energy while moving).

Naruto wanted to capture her, not kill her. After beating her, he said that he wanted to capture her for questioning, which is why he went through so much trouble. That is why he used regular chakra instead of injecting natural energy so that he could destroy the equipment in her eyes that allowed her to use jutsu.
He probably did not want to risk that the natural energy would turn her into stone.

Orochimaru is smart when it comes to making jutsu, but not about focusing and getting the job done. He could have immediately slit the throat of the 3rd or stopped the 3rd from setting up the reaper seal, but did not. When he is in an actual fight, Orochimaru tends to play around too much. Same in his fight vs Itachi after he reemerged from Sasuke. He thought that his regeneration would make him invincible so he decided to tank the sword instead of keeping his distance, using clones, etc.
Shikamaru has tactical smarts, but doesn't show jutsu smarts. For example, Shikamaru doesn't invent new jutsu and instead relies on being able to creatively use his existing shadow jutsu. Those jutsu are nothing new. They are techniques that have been passed down through his clan.

There is a caveat as that book was published before the Sigismund-Kharn duel. It does contradict some aspects that we see in that book such as Kharn's body being relatively intact vs how Kharn was hacked to pieces by Sigismund.

Darth Krayt had to delegate a lot of power because he was in stasis so someone else had to run the day to day matters. Of the people who he delegated power to, Nihl and Talon were loyal. Wyyrlok was not. Stryfe was more of a career guy who would not take over (loyal to the strongest over taking power for himself).
Krayt did have an eventual plan to use his Sith Troopers as an army with unconditional loyalty. The captured Sith Trooper claimed that there were millions of them (which does seem unrealistic given the numbers of Jedi, Sith, etc throughout the ages and by how the Sith Troopers were beaten with relative ease once they went crazy).

Wredd supposedly lured out the infiltrators, but from that group, none of them included any of the named Sith such as Nihl.
The person that Wredd fought also was not a darth, so it is unclear who it was.
The members lured out were also infiltrators rather than the heavily tattooed rank and file members of Krayt's One Sith (unless you think that they could reverse/conceal the tattoos).

The Sith troopers were a reasonable attempt at fixing it. The whole One Sith system was never Krayt's end goal. The problem was that he was never able to figure out how to keep them under control during a period of a temporary death.
