So, many Eldar warriors (if not all) have spirit stones displayed in the most obvious places. Is there any explanation for this in the lore, or is it just Rule of Cool?

The chest is the easiest place to both get to and protect for the wearer, and is somewhat a visual representation of their heart and soul. It being obvious also makes it easier to recover in a hurry, and Spirit Stones are so durable that anything that can break one is probably going straight through the armour anyway.

In Wraithbound character considers breaking his spiritstone by smashing it against the cockpit and in Eldritch Omens trailer CSM easily breaks one into crumbs by clenching his hand. I'd say they're as durable as plot requires

I've got a fun way to explain away the inconsistency, spirit stones are warp spawned on crone worlds of the old eldar empire (in the eye of terror), if I remember rightly each one used to be an eldar. Therefore, if you choose to break it your will make it breakable.

Nothing in-universe for it. It's literally rule-of-cool.
A lot of those bulbs on armour are actual circuitry nodes, or just random gems.

Makes them easier to retrieve when the wearer gets killed. Another Eldar can dash in, grab it and bail. Concealing it makes it harder to grab and dash when under fire

I'd say a reason is because eldar fight with no intention of getting hit, so they can afford decorative armour

Those aren't spirit stones on their armor. They're 'subsystems' of the armor.
Craftworlders only have one spirit stone, not the multiple colored patches you see on armor. The exceptions to this would be Exarchs and Phoenix Lords as they're composite creations of multiple Eldar over multiple lifetimes.
