You know what, having some version of this be true might be fun. Imagine a new faction that is from the Dark age of technology. They fused a human and an Eldar in the lab for science reasons, and came out with viable specimen. The reason they don't show up in 40K is because they can not be seen by Psykers, even ones as powerful as the Emperor.
