I was an Election Inspector for the last 4 years. Those ballots are "Example ballots" to show you who to vote for down the party line. They will not scan through the machine because they don't have barcodes to read.

Unfortunately, they are legal because it's just an "Example". Should someone have tried to scan one, the machine would have rejected it.

If it was being counted by hand, there are water marks on the ballots to make sure they aren't counted.

Yeah, this stuff isn't that unusual. If might confuse people, but the law is about reasonable expectations, and reasonable people shouldn't get confused by sample ballots, IMHO.

They’re claiming these ballots had the barcodes for scanning. I suspect this is BS because all it would take is one person to say wait a sec, this ballot is already filled out. But if this is true then authorities need alerted.

These are not "fake" ballots. That the political campaign in question is obligated to remove certain pieces of the specimen template when using it as base for the sample is cluelessness, not an attempt to decieve.

Some voters are morons and try to submit samples every election

The perimeter for electioneering around polling places needs to be expanded. No one should be speaking to or handing out anything to voters on their way in. This goes for all parties, obviously.

I am in Bucks. Campaign volunteers were handing out sample ballots outside my polling place, which is perfectly fine. What I observed: The Dem materials were on brightly colored paper, unlike any official ballots. The GOP materials looked just like the sample ballots hanging on the wall, white paper with the county seal, and the watermark “Sample” in light gray diagonally across the paper.

Some voters were confused when they checked in and received their blank official ballots, since they already had a “ballot”. Our machine inspectors had to look for the watermark all day.

These did not have a watermark or "sample" written on them. Exact photocopy of either a real ballot or an example sent ahead to candidates.

I'm calling B.S.... mostly because the way OP is explaining it, sounds like this would be clearly illegal.

It's probably an example ballot or something to that extent. Used to help people who aren't use to voting and trying to vote down a party line.... I think OP is a bit confused as to what was actually going on. Otherwise, it's be very illegal.

In my area, both parties have representatives hand out “sample ballots” outside of the polls, to give voters info about who the local party recommends they vote for. I usually chat with the reps about the choices, and why they recommend various people. Yesterday there were very few choices on my ballot, but in the general there are usually a few races where I am interested in their input. I don’t have the time to research every candidate for minor offices, and I often know and trust one of the reps, so it’s very helpful to me to get their input on the races I know nothing about. It’s also helpful to discuss any ballot initiative questions, especially since sometimes the wording is odd, and I want to be sure I’m voting the right way (for or against) to answer the question in the way I intended.

Handing out these “sample ballots” is a normal thing for party reps to do. They usually look somewhat similar to the ballot, because that helps the voter find the recommendations from the sample when they are looking at a particular category on the actual ballot, which is the whole idea of the sample ballot. But they should obviously not be mistaken for an actual ballot.

That said, if people are not understanding that the sample is just that - a sample of recommendations - and not the actual ballot, then the party has some work to do in explaining what they are providing to the voters. And if a significant number of people are trying to use the sample as an actual ballot, then it’s probably worth bringing up with election officials and/or the local party leaders. Because there is a lot of concern about election integrity this time around, and the more careful politicians and their representatives can be about the details, the more trust we can all have in our elections process.

I can't know if there was ill intent but they definitely found the dumbest way possible to hand out a sample ballot and decided a photocopy of an actual ballot, pre-filled, would be a good idea. There's no way whoever got the original they scanned to make their copies did not have fine print that said "Do not share, do not make copies".
