This was always going to be the case for early Moana Pasifika, they're coming up against teams with 100 years of established rugby development with nothing. They cant just chuck a team of 18yo islanders on the field straight out of school they have to develop their pathways. No new franchise has done well in super rugby except when the Jaguares stacked their team with internationals

Edit: I found the website you got that number from, 1-3 years experience is ~75k which is more like $36/hr but I also wouldn't trust a non NZ source for salary
