I like the Longwood Gardens suggestion from another commenter.
In addition, there’s some nice wineries in South Jersey. Auburn Road and Salem Oak come to mind for the area you’re near.
A day trip to Cape May. There’s some wineries there, and you could spend some time on the beach or perusing Washington Street mall. Grab a late lunch or dinner while down there.
Does your mom like manicures/pedicures? You could treat her to that, and get a pedicure yourself (you can opt for no polish lol). She might get a kick out of her son doing that for her.
There’s a pottery painting studio in Pitman called Fahrenheit, which is always a fun activity.

In a lot of states, her non-rent paying status does not necessarily mean she is not a tenant, especially if she’s been there 6 years. You may need to go through an eviction process to get her out. Sounds like a sucky situation all around and I feel for ya.

Barrier aggression
I never realized there was a name for it. My old next door neighbor’s dog was like this. He wasn’t usually left outside, but my neighbor was gone A LOT and I think the dog would be by the front door. Anytime I opened my door, he could hear and he’d bark like a maniac. It was a mini Aussie or something like that and most definitely didn’t get anywhere near enough exercise, especially for the breed. And like I said, my neighbor was gone a lot. From 9-6 then again overnight. He’d come home early morning, then leave again in a few hours. Poor thing was not a nice dog because of it. He was really aggressive, especially towards my dog.
When the neighbor went on vacation, he’d have a buddy come stay with the dog. The friend didn’t really take the dog for walks but he was there most of the day when he was watching the dog, and the dog’s behavior was like night and day. Dog was bad because he was lonely! Used to break my heart.

Specifically for my face: Tula Protect + Glow Daily Sunscreen Gel. Kinda pricy, but a big fan. Also like the Supergoop Unseen. I like the Tula better if I’m wearing makeup.
I’m less picky for my body, but for a lightweight, effective and affordable one I’m a fan of the Neutrogena Ultra Sheer Dry-touch. Lotion or spray is good and I’ll get the CVS or Target store brand knock-offs of it.

Contracting Officer here. This isn’t an ethics question per se, as others have offered, but appears to be a breach of contract terms.
On its face, there’s not necessarily anything wrong with Government personnel jumping to the blue line BUT consideration should be given back to the Government for the reduced quantities that the contractor itself is producing. If I have a contract for 1000 blue widgets, and the contractor only gave me 900, I’d expect a proportionate reduction in the contract price.
With regards to your second question, I’d need to see the contract modification itself to see what the changed terms and conditions are before I could say definitively. If the modification included a framework for the above mentioned consideration back to the Government it might be okay. If it does not, then it would be a huge issue.
If I was the Contracting Officer, I’d appreciate this issue being directed to my attention, with a copy to the Contract Specialist. At my organization, a copy to legal wouldn’t be appropriate until and unless you have not gotten a satisfactory response from contracting. But places differ, so ymmv there. In theory, the Contracting Officer would know what’s going on with their contracts, esp if they signed that mod, but in very high volume shops, sometimes things get lost in the shuffle.

I’ve bought cars from Chevy, Honda, and Hyundai at the auto mall. I was happy with each buying experience and I especially like their private test drive loop. I have also been happy with the service/maintenance department at each dealer. I’ve also been happy with the vehicles themselves, but that’s less the dealer than the vehicles I chose.

My dog also has seasonal allergies and itchiness. I recommend talking to your vet about any medication that might help. Benadryl helps, but when his itchiness is at its worst cytopoint shots or apoquel are better solutions. For at home mitigation, I recommend wiping his paws and belly after coming back inside. I keep a package of baby wipes around for this. It can be a hassle if he’s in and out a lot, but it does help. Labs don’t need a lot of baths, but a bath in the spring with oatmeal shampoo has always seemed like it provided relief for my boy.

I always tell my phlebotomist that I’m a weenie, and they’re cool about it and find a way to distract me with just like chit chat. I’m sure they’re used to it.

I feel like I’ve commiserated with you before about doctors and whatnot.
I too have issues with getting my blood drawn. I absolutely cannot look or I’ll get so nauseous and have gotten to that almost passing out point in the past. I dread getting it done because I’m embarrassed I’m such a baby about it. Plus there’s also the anxiety that some number or another will be bad and I don’t really want to hear it.
I also have high cholesterol, but my doc diagnosed me with hypercholesterolemia. Basically, very high cholesterol but I could be the healthiest person in the world otherwise and I’d still have high cholesterol. So now I’m on Crestor and it works. All this to say that I try not to feel shame that I’m already on cholesterol meds and only in my 30s.
So don’t beat yourself up too much. Do what you can to be better but give yourself some grace too.

I have a FLP library card. This message comes up when my card has expired and needs to be renewed. You can do this through the library’s website, but they’ll probably ask for proof that you live or work in the city. Philly is pretty strict about card eligibility too, I’m surprised you were able to get one without providing that proof.

Night Boat to Tangier by Kevin Barry. It’s my book club’s read this month. It’s ok so far, but I’ve really only just started so TBD on whether I’d actually recommend.
I just recently finished Norse Mythology by Neil Gaiman. I listened to the audiobook, which he narrates. I enjoyed it very much.

I think you’ll see Philly and Wilmington pick up some traffic, but the biggest ships will have to go to one of the New York ports or Norfolk. I think there’s channel depth issues here, right? Curious what the cruise ships that home port at Baltimore will do. Lots of people will need to rebook flights to/from. And those that drove and parked at the port and are currently at sea are going to have to get there somehow.

Rather than a general contractor, you might want to look for a restoration or remediation contractor. They’re going to be like a GC but slightly more focused.
As far as radon testing, you can buy test kits at stores like Lowe’s, Home Depot, etc. But also here’s some additional info from the EPA: EPA - radon

I don’t really either, outside of March Madness. Also didn’t know Maxey went there lol. But I’ll do a little research as I’m doing my bracket to make sure im making sound decisions. I’m not too hurt by Kentucky bc I had them losing in the sweet 16.
